Chief Executive Officer

Mr. Policelli joined Minuteman Health as the CEO in December 2012 after having served in an interim role. He is a lifelong insurance and healthcare services executive who has operated in both the large company and startup arenas.

Tom began his career at CIGNA HealthCare as a health insurance underwriter. He then moved to the Boston Sales Office with CIGNA in 1992. In 1995, he left CIGNA to attend the Harvard Business School. After graduating in 1997, he joined Monitor Company (now Deloitte Consulting) in Cambridge, MA as a consultant. His clients were largely in the healthcare services and insurance markets, and he later joined with a senior partner to co-found the healthcare practice group within the firm.

At that point, Tom left Cambridge and re-located to Connecticut in order to lead sales and distribution strategy for CIGNA Healthcare. During this time, Tom led the strategic initiative to create the first private-sector exchange business. The partnership included Group Health of Puget Sound in WA and Kaiser in OR and allowed for the joint marketing and risk-adjusted pricing of underlying populations. Entire new rating models had to be constructed for this effort, and the program was successfully launched in 2002.

He then ran a division of United Health Group called iPlan, which was the consumer-directed business. The business, which had 80,000 members when he took over, grew to 295,000 members in one year and 465,000 members in two years. In 2005, Tom went on to create new businesses from within United Health Group as the SVP of Healthcare Financial Solutions.

In 2007, Tom co-founded Averde Health. Averde was founded as a provider-centered network development and management company. The company developed and implemented ‘guaranteed payment’ pricing and contracting models that delivered administrative simplification. This compelling network recruiting tool offered lower cost and greater financial security for consumers and providers alike. Averde has gone on to build provider risk-bearing networks and the mechanisms to assist providers as they migrate towards greater financial, medical management, and operating responsibility.

Tom graduated Wesleyan University with a BA in History and received his MBA from the Harvard Business School. He, his wife, and four children make an annual pilgrimage on Patriots’ Day to watch the re-enactment of the day the Minutemen on Lexington Green and at the Old North Bridge changed the course of history.
