Minuteman Health NH 2015 Family/Individual Rates to Remain Competitive

Manchester 10/13/2015 - Minuteman Health (www.minutemanhealth.org) today announced that its individual and family rates in New Hampshire will increase between five percent and nine percent in 2016. Minuteman New Hampshire Executive Director Scott Colby expressed confidence that the rate levels will maintain Minuteman’s competitive positioning on the state’s Federally Facilitated Marketplace (FFM) exchange.

“Our approach has been centered on constructing a narrower network structure with providers who have demonstrated the ability to deliver high quality care at cost-effective pricing,” Colby said. “This has given us the ability to keep rate increases commensurate with market pressures.”

A primary factor in the 2016 pricing is the state’s adoption of the Premium Assistance Program (PAP), which starting next January will move thousands of lower-income residents into commercial plans through expansion of the state’s Medicaid rolls.

“Introducing a new and different PAP population into the commercial risk pool certainly presented a pricing challenge for 2016,” Colby said. “Minuteman would have been looking at a modest rate decrease without this change.”

Minuteman earlier this year submitted an initial filing estimate that showed significantly higher increases. That filing was based on a preliminary analysis of the limited available data regarding the PAP population. Subsequent analysis of more comprehensive data allowed the company to set rates at the lower level announced today.

Colby said the company will soon announce additions to its provider network, utilizing the same disciplined, measured growth approach that has characterized its operations in the state.

Minuteman enrolled more than 9,000 members in New Hampshire in 2015, its first year offering plans in the state. Enhanced membership benefits starting in 2016 include covering urgent care center visits outside Minuteman's service area the same as in-plan, and covering one vision exam every 12 months, compared to the current one exam every 24 months.
